Julien Barnes-Dacey is Director of the Middle East and North Africa Programme at the European Council on Foreign Relations (ECFR). He focuses on European policy towards the Middle East with a particular focus on Syria, where he was based from 2008 to 2011. Barnes-Dacey has worked as a researcher and journalist across the region and previously headed the MENA practice at Control Risks, a private sector political consultancy.
